A proposed Admiralty staff and Sea Lord structure

The alternate Admiralty pairs parliamentary accountability with a coordinating staff, a logistics-and-trade-protection office, and a separate intelligence Sea Lord.

Notes

In the proposed Admiralty, the First Sea Lord receives a coordinating staff responsible for strategy, defense, and mobilization, with prepared plans and officers able to support ministerial briefings. The First Lord, Civil Lord, and an additional Civil Lord would pair with the first three Sea Lords, linking Parliament to strategy, personnel, and ship construction respectively. Trade protection moves beside logistics under the Fourth Sea Lord, whose office already supplied the officers who organized wartime convoys. Combining those responsibilities could make convoy planning routine before a submarine crisis. Intelligence receives a separate Fifth Sea Lord, giving its head the standing to attend Cabinet briefings while separating intelligence from the general staff. Naval aviation could later require a Sixth Sea Lord or another redistribution.
