Port capacity limits where capital ships can be based

A pair of battleships has to be moved when local tonnage limits cannot support them, showing that possession of a port is not the same as useful basing capacity.

Notes

In the campaign, two Repulse-class battleships exceed the capacity of their assigned area, requiring a base able to take roughly 30,000 tons. Bombay has enough capacity, but the pair is ultimately redirected to Plymouth. The constraint turns basing from a map-placement exercise into a question of infrastructure and support for heavy ships. The scenario shows why global presence depends on capable bases as well as favorable geography. The game's numerical capacity values are mechanics and do not claim that every historical port had exactly those limits.
