How political support shaped Walker's steam-fleet programme

Graham's replacement by Charles Wood interrupted further construction, although Walker retained authority to direct wartime dockyard work.

Notes

Graham's departure from the Admiralty in February 1855 removed Walker's strongest political ally. Charles Wood lacked Graham's understanding of naval affairs and political influence, and no fresh construction followed the ships already building. Attention shifted to the immediate war effort, especially the Crimea. Walker nevertheless retained considerable departmental freedom, including direct wartime orders to dockyards without referring them through the Admiralty.
