Plan Z needed time to build the systems behind the ships

Germany's early war exposed a fleet plan whose carrier, aircraft, weapons, and training programs had not matured together.

Notes

Much of the failure followed from war beginning before German industry and infrastructure could support the proposed fleet. Plan Z assumed a longer development horizon in which shipyards, aircraft production, weapons manufacture, and training could mature together. More years might have produced reliable domestic torpedoes and a different aviation mix, though that remained uncertain. In 1939 the actual force paired an overcomplicated carrier with a tiny aircraft program and a missing weapons base.
