Plan Z's presence fleet and mine-warfare logic

Plan Z's cruiser component promised global presence and offensive minelaying, but its scattered ship types used scarce German capacity less efficiently than a concentrated cruiser programme.

Notes

The proposed light cruisers are presented less as conventional scouts than as ships shaped for offensive minelaying and Baltic control. Heavy cruisers and Panzerschiffe supplied the prestige and overseas-presence element, but Scharnhorst and the Hipper class consumed construction capacity without forming a consistent cruiser family. The same industrial effort might instead have produced as many as ten faster nine-gun Panzerschiffe. That concentration would not have created battleships, but it could have delivered more ships suited to the missions Germany actually expected cruisers to perform. The comparison shows why nominal force categories are less useful than asking how many deployable ships a shipbuilding system can deliver.
