Pegasus remained useful as an aircraft transport and basing asset. Before the war, she worked with the Home Fleet on catapult launches and other aircraft operations. At Scapa Flow she provided support for aircraft rather than operating as a fleet carrier. Those continuing duties, together with her fitted equipment, gave the Navy reasons to keep her in service.
