Pearl Harbor was not fully ready to sustain war

Admiral Richardson’s objections included inadequate ammunition and even insufficient targets for training.

Notes

Pearl Harbor's eventual importance should not obscure its 1941 limitations. Admiral James O. Richardson objected that the fleet lacked adequate ammunition and even the targets needed for realistic training. A credible war base required magazines, exercise infrastructure, auxiliaries, repair support, and trained crews rather than merely berths for capital ships. Keeping a fleet forward without those systems could weaken readiness while creating the appearance of deterrence. Pearl Harbor was strategically valuable but still underprepared to sustain war on 7 December.
