Mitchell became deeply interested in Giulio Douhet's theories after a 1922 inspection tour. His 1924 tour of Hawaii and Asia produced a large report predicting a future war with Japan and an attack on Pearl Harbor. Its proposed mechanism matters: he discounted aircraft carriers and expected land-based aircraft operating from Pacific islands. He published the report as Winged Defense, which sold about 4,500 copies. A correct broad forecast does not validate the doctrine or operational reasoning behind it, and Mitchell did not precisely predict the 1941 carrier strike.

Mitchell predicted Pearl Harbor but dismissed the carrier mechanism
Mitchell foresaw war with Japan and an attack on Pearl Harbor, yet expected land-based island aircraft and judged carriers of little practical use.
