Why peacetime command at sea is harder than battle

Invisible boundaries, customary law, and competing historical claims make peacetime maritime disputes unusually demanding for naval commanders.

Notes

Wartime identification at sea can be clearer than the work of managing peace. Maritime boundaries are lines on charts rather than physical barriers, so commanders must interpret where authority and access begin or end. Much maritime law rests on custom, and even long-standing custom can be disputed or retrospectively reimagined. Competing island claims illustrate how different states can build plausible cases from different dynasties, dates, and traditions. Collingwood's value lay in handling this legal and political uncertainty while retaining the ability to fight if deterrence failed.
