Ozawa would face Nagumo's same Pearl Harbor constraints

The same orders, absent American carriers, hard-to-destroy fuel storage, and alerted defenses make a third wave no more attractive under Ozawa.

Question

How would Jisaburo Ozawa have handled the Pearl Harbor raid in Nagumo's place?

Short answer

Much the same way: the same plan and constraints make a risky third wave unlikely, especially with no American carriers present.

Notes

Replacing Nagumo with Ozawa does not rewrite the Pearl Harbor plan or the orders governing the strike. With the American carriers absent, a third wave would have to justify its risk through attacks on facilities such as fuel storage. Those tanks were difficult to destroy with the weapons available, and selecting heavier bombs would bring its own limits. By the time another wave arrived, Pearl Harbor would be awake, burning, and prepared to resist. The panel therefore sees little reason for Ozawa to accept a risk that Nagumo declined.
