A limited modernization could prepare the class for convoy duty instead of battle-fleet service. Better fire control and quick-firing guns could make an encounter costly for a raider that had no easy source of ammunition or repairs. Replacing the heavy 9.2-inch mountings with an all-quick-firing six-inch battery offered one way to lighten the ships while preserving useful firepower. The Orlandos' roughly ten-knot practical speed was sufficient for many merchant convoys even though it was useless for a modern battle line. At convoy speed, the cruiser could deter attacks, report contact by radio, and allow more modern hunting forces to pursue the raider.

How older cruisers could deter surface raiders
A modernized Orlando need not defeat a raider outright to protect a convoy: the prospect of damage and ammunition use could make the attack unattractive.
