Ordering the Cochrane-class ironclads in Britain

Chile paired a diplomatic representative with an independent technical adviser when it ordered the ships that became Almirante Cochrane and Blanco Encalada.

Notes

Chile’s procurement arrangement combined diplomatic management with independent technical oversight. Its minister in London, Alberto Blest Gana, engaged former Royal Navy constructor Edward Reed to assess the design claims. He then placed construction with Earle’s of Hull, separating technical advice from the firm executing the contract. The two vessels formed the Lord Cochrane class, while Valparaíso was originally proposed for the ship later renamed Blanco Encalada. A buyer with limited domestic industrial capacity could therefore use outside expertise to supervise technical choices and control procurement risk.
