Operations matter more than sink counts

Jutland illustrates why a fleet's objectives and the outcome of its operations matter when assessing victory.

Notes

Naval success depends on what operations achieve. Losing more ships often accompanies defeat, but a fleet that begins much larger can suffer heavier losses and still accomplish its objectives. Jutland supplies the example: German claims of victory are challenged because the fleet withdrew to harbour and conceded the field despite the opposing losses. A casualty comparison therefore needs the starting balance of forces and the operational outcome to make sense.
