Old rifles, purchasing capacity and Ethiopia's aid shortage

Available factories allow a player to purchase more rifles through the game market. Two Chinese states each offer a thousand old rifles, and the buyer accepts their poor quality because they still fire. The former Ethiopian player contrasts those purchases with his inability to obtain enough rifles or international aid during the Ethiopian campaign. Purchasing capacity gives one player access to equipment that Ethiopia struggled to secure.
