Russia bought Novik's base design from AG Vulcan Stettin and built the vessel in St Petersburg. Parsons specialists helped tune the boilers and turbines, while the 102 mm gun and its stabilization drew on British and Austro-Hungarian assistance. Russian yards continued modifying the design into later Black Sea and Baltic variants. Novik combined an international technology package with local construction and further Russian development.
