Why Norway's Sleipner class were torpedo boats in all but name

Norway called the Sleipner class modern destroyers, but their displacement and armament placed them much closer to contemporary torpedo boats.

Notes

The Sleipner class displaced only about 735 tons and carried three 4-inch guns, a 40 mm anti-aircraft gun, machine guns, and a twin torpedo mount. By the standards of neighboring fleets, that was torpedo-boat armament. German service classification likewise treated captured examples as torpedo boats. The mismatch matters because labels can make a fleet appear more capable on paper than its ships' size, weapons, and intended tasks justify. This brief comparison extends the Norwegian readiness problem beyond submarines.
