From fifteen Kobben boats to six modern Norwegian submarines

Norway's Kobben program reached fifteen useful submarines, but the later Ula and Type 212 generations settled at six boats each despite a vast coastline.

Notes

The Type 207-derived Kobben class gave Norway a substantial fifteen-boat force, with examples also serving Denmark and later Poland. The boats were effective for their time, yet the Ula-class replacement fell to six hulls. Norway's planned Type 212 generation again holds at six. Each newer submarine is more capable, but the shrinking hull count reduces how many patrol areas can be covered and how much persistent presence the navy can sustain. Modernization must therefore be judged by force structure as well as platform quality.
