Norway already possessed minelayers and other ships potentially capable of laying mines, yet failed to exploit them fully. The proposed policy would mine critical fjord approaches while marking a safe route that could be followed clearly in daylight. Ships entering in darkness or fog would do so despite published warnings and at their own risk. Combined with more submarines, this controlled-access system would turn difficult coastal geography into a sea-denial advantage and raise the cost of violating Norwegian waters.

Minefields and controlled access to Norwegian fjords
Marked daylight channels and defensive minefields could make unauthorized movement through Norway's fjords dangerous in darkness or fog.
