Norway's terrain turns warning into combat power

Norway's terrain favours defenders, but NATO still needs warning, mobilisation, naval firepower, and reinforcement to turn geography into an effective defence.

Notes

The northern force comparison places two Soviet divisions close to Norway and seven more within reach, against fourteen NATO brigade groups. It gives the Soviet formations about 1,800 tanks and NATO 115, although the brigade count varies with which reinforcements are included in a particular year. Norway's mountains, broken coastline, and limited routes favour a prepared defence and make amphibious logistics important to an attacker. The defenders could draw on naval firepower and civilian support. Those advantages still depend on warning and mobilisation, as the criticism of Norway's response in 1940 illustrates. Soviet forces on the German front could remain alert without attacking, keeping NATO formations tied down while the fighting stayed in Norway.
