Nordic neutrality met rapid-escalation assumptions

Northern-flank planners anticipated that Soviet invasion could pull neutral Sweden and Finland toward NATO, while a rapid-nuclear-escalation assumption weakened the case for sustained conventional investment.

Notes

The northern bastion provided conventional defensive depth against NATO support for Scandinavia. Norway was the formal NATO concern, yet planners often assumed that Soviet invasion would draw neutral Sweden and Finland onto the Allied side. Nordic neutrality remained a planning condition rather than a guarantee that those states would stay outside a war. Some officials also assumed a hot war would turn nuclear within about three days, weakening the apparent need for durable conventional forces. This tied escalation theory and Treasury incentives directly to the force structure available for a prolonged conventional fight.
