New Zealand could fund prestigious warships, but a cruiser-centered force did not match its limited population, industry, and dock capacity. Cruisers offered useful Pacific range and visible support for the Royal Navy, yet New Zealand had never attempted to build vessels of comparable complexity. Imported Leander-class light cruisers therefore make a useful comparison with sloops and other small ships that local industry could plausibly construct and maintain. An affordable purchase is not necessarily a sustainable force structure once repair, production, and wartime replacement are considered.
