A small navy is not automatically ineffective. The two Anzac frigates provide the combat core, Protector-class offshore patrol vessels extend presence, and Canterbury supplies multirole sealift and amphibious utility. Hydrographic and support ships add specialised capabilities useful across New Zealand's large maritime area. The service is well trained, but a population of roughly five million sets a hard limit on how many crews and major hulls it can sustain.
