Naval presence is scaled to the message

A presence mission can range from a patrol vessel to a carrier or amphibious group depending on the signal a state wants to send.

Notes

Naval presence is proportional rather than tied to one ship type. A state might send a small destroyer, frigate, or offshore patrol vessel for a limited signal, and a larger escort when more capability must be visible. A carrier battle group or Marine amphibious group communicates a much stronger degree of interest and coercive potential. Presence, deterrence, and diplomacy therefore require fleets with several levels of force.
