Naval capability is easier to lose than rebuild

Fleet capability may require decades or centuries to create but can be dismantled within a few years or decades.

Notes

Naval investment has to be justified on a long horizon because complex capability cannot be created quickly. The Royal Navy shown in the lecture was the product of centuries of accumulated work. Capacity can be reduced or discarded within a couple of decades, and sometimes faster. Short-term cuts may therefore destroy institutions and skills that later governments cannot readily recreate. Time is a central constraint in force planning.
