What geography makes a useful naval base

Where would you build a naval base on the Hyrule map in Breath of the Wild or Tears of the Kingdom?

Sheltered deep water with nearby tidal flats or low-lying land for docks and support facilities is more useful than a deep inlet bounded by cliffs.

A useful naval-base site combines deep water with some shallow tidal flats. A river delta or comparable coast can provide that combination. Barrier islands or similar shelter are desirable, while cliffs on every side restrict the choice. No particular site on the Hyrule map is selected because familiarity with the games is insufficient.
