The single Royal Navy fix: build more sloops from 1930

Sustained sloop construction from about 1930 would give Britain the escort hulls it lacked when war arrived.

Question

If only one fleet could receive one fix, what would it be?

Short answer

Increase Royal Navy sloop production from about 1930 and use Commonwealth navies to help crew the larger escort force.

Notes

Continuous production of versatile sloops from about 1930 was the preferred intervention. Starting before the emergency would give Britain a larger core of ocean escorts and a production system already accustomed to turning them out. Commonwealth navies could absorb and operate part of the force. Training enough crews would remain the central constraint, which is why the ship program and personnel expansion must develop together.
