The Moskva class supplied anti-submarine helicopters to groups of ships that could not carry them. Many existing Soviet combatants were difficult to convert, and replacing all of them would exceed the navy's industrial and financial capacity. A dedicated helicopter ship let those older vessels operate with the aviation support they needed. Its function resembled an escort carrier providing aircraft to a group whose other ships lacked them.
