Monarch carried sixteen four-inch guns and initially also had three-pounders. Three 21-inch torpedo tubes covered the two broadsides and the stern, with twenty torpedoes carried aboard. The arrangement allowed one torpedo to be fired on each of those bearings at a time, including a shot towards a pursuing ship. A single torpedo on a bearing offered a deterrent rather than the concentration of a larger torpedo attack.
