Japan can accept a relatively modest Mogami because its fleet already has a core of more capable escorts. The upper tier comprises large Aegis destroyers and the new Aegis ships termed cruisers here. Maya receives particular praise as an Arleigh Burke-derived Aegis destroyer design. Other destroyers occupy an intermediate tier, with Mogami at the lower end of the structure. The frigates' contribution is to make ships available in quantity while the more expensive tiers provide greater individual capability.
