A mission-based modern cruiser definition

A modern cruiser needs endurance, worldwide reach, independent usefulness, general-purpose capability, and value as a task-group picket or command ship.

Notes

A 1982 definition supplies a historical starting point, but aircraft, helicopters, satellites, and nuclear submarines have altered scouting and pursuit. Endurance, seakeeping, shadowing, and enough combat power for independent action remain useful measures, joined by worldwide mobility and task-group command or picket work. A helicopter is a valuable general-purpose requirement because it extends surveillance and anti-submarine capability. The resulting definition is mission-based and accepts that no single ship can operate independently against an entire hostile task group.
