Choosing a minelaying submarine design

A procurement sequence pairs better torpedo detonators with a minelaying submarine chosen for mine load, speed, stealth, and attack value.

Notes

The research sequence first accelerates torpedo contact detonators because reliable weapons determine much of a submarine force's value. The newest minelaying design is then compared by mine load, speed, stealth, and attack performance. The boat must reach its operating area, avoid detection, lay an effective field, and remain useful as an attack submarine. An order for another hundred boats turns that technical comparison into a force-structure decision. Mine capacity is one part of the design's operational value.
