Minegumo developed the Yamagumo design while filling a gap in shipyard production. A future helicopter fit was considered, although the ships never received it. One ship used an OTO Melara 76 mm gun in place of the 3-inch/50 weapons. ASW rocket launchers and torpedo tubes remained part of the class's equipment. These ships added operational numbers and allowed construction to continue while preserving options for later changes.
