CVA-01 cancellation and the advice reaching ministers

The cancellation of CVA-01 raises a question about how ministers assess defence spending and whose advice shapes their decisions.

Notes

In this criticism of CVA-01's cancellation, the search for savings outweighed defence needs because defence spending seemed to offer little electoral reward. Senior leaders had wartime experience, but a younger generation below them increasingly saw war as a theory. Junior ministers, researchers and aides determine much of the information reaching the people formally responsible for decisions. Their assumptions therefore matter alongside those of the prime minister or defence minister.
