Escort mass production demonstrated industrial intent

Building and crewing roughly 120 escorts showed Germany that Britain could replace losses, protect trade, and mobilize maritime industry at scale.

Notes

The Flower program was not Britain's first emergency small-warship building surge. Crimean War gunboats provide an earlier and, given weaker standardization, arguably more demanding comparison. The Flower accomplishment depended on shipyards, marine engineering, and supporting maritime infrastructure that already existed before the emergency. Such capacity is easier to maintain and expand than to create from nothing once war begins. The program answered the submarine and mine threats while demonstrating industrial intent. Building and crewing roughly 120 escorts in a short period warned Germany that British production, protected trade, and blockade could outlast an opponent constrained by access to raw materials.
