Fixed dockyards can be mapped in advance and assigned to a missile target list, whereas repair ships can move among islands and temporary sites. Satellite reconnaissance still threatens them, but the number of possible locations forces an opponent to keep searching. Electronic countermeasures can cover several sites even when ships occupy only one or two of them. That ambiguity may compel an attacker to examine or strike more targets instead of relying on a preset aim point. Mobile maintenance therefore contributes to survivability as well as repair capacity.

Dispersed repair sites complicate the targeting problem
Mobile workshops can shift among candidate islands and use electronic countermeasures to make support infrastructure harder to locate and strike.
