Long-term government and Portsmouth Dockyard

Portsmouth Royal Dockyard illustrates how decades of investment create the capacity to build, maintain, and use a fleet when a crisis arrives.

Notes

Grand strategy includes long-term government: building institutions and infrastructure whose full benefit will be enjoyed by later generations. Portsmouth Royal Dockyard, founded in 1496 and kept in use and development, is the central naval example. A dockyard provides the facilities needed to build and maintain a fleet. Moving from hiring vessels when needed to keeping warships available to the government creates a permanent support requirement. The fleet depends on organized timber, money, administration, and peacetime upkeep before a government can call on it in war. Durable infrastructure turns an intention to defend sovereignty into an actual military capability.
