Leman Russ is presented as more strategically capable than his warrior persona suggests. His conduct in stories about trying to teach another primarch a lesson is cited as evidence that he understands strategy. He chooses not to involve himself in administration or the work of civilization because he finds it dull. The distinction is between what a commander can do and the work he prefers to avoid.
