The limited protected deck did not make the Leanders heavily armoured, since it covered only about fifty metres of a ninety-six-metre hull. Gun shields, range, armament, and overseas utility nevertheless produced a balanced commerce-protection package that could raid, patrol, and maintain presence. D. K. Brown treats their configuration as an ancestor of later Royal Navy cruisers, scaled upward into first-class ships and downward into torpedo cruisers. Elements of the protected-deck arrangement also appeared in sloops, making the class an important improvement over its predecessors.
