LCS shows how contractor coordination can undermine modular weapons

Contractor rivalry is offered as an explanation for LCS mission-module difficulties, while the underlying modular-weapons concept is judged sound.

Notes

One explanation for the Littoral Combat Ship's mission-module difficulties centres on contractor coordination. Defence firms can compete for profit and influence while still being expected to produce interoperable systems. In this interpretation, that rivalry helped undermine delivery even where individual companies employed capable engineers. Good engineering inside each company cannot guarantee that the combined product will work. A common interface therefore needs arrangements that make separate contractors responsible for delivering a functioning result.
