Modular U-boat production arrived too late

Germany eventually adopted modular submarine production, but its planning had underestimated Allied mass production and escort construction.

Notes

Dönitz and Speer improved submarine production by moving it away from Göring's control and using modular methods. Their promised rate of 40 boats per month was never reached, but output improved. German planning had failed to take seriously the Allied ability to build merchant ships and escorts at great speed, despite the precedent of the First World War. Better late-war production could not repair a strategic estimate that ignored industrial adaptation.
