Germany's land-power priorities keep the navy third

Germany's geography and continental security problems continue to place the army and air force ahead of the navy, regardless of propulsion efficiency.

Notes

A stronger navy would require more than improved marine engines; it would require Germany to behave like a maritime power. Its long land borders keep the army first in defence priorities, with the air force ahead of the navy as well. The Kriegsmarine therefore remains a distant third claimant on money, industry, and personnel. The deliberately extreme comparison of moving Germany into the Pacific shows how much geography and state priorities would have to change before fleet expansion became the central national project.
