Converting all four Kongo-class battlecruisers would have made an interesting carrier program, but Kaga remains the preferred conversion basis. A fast capital-ship hull was not automatically superior for aviation use. The comparison is brief and does not examine the conversion requirements in detail. It is therefore a qualified design preference rather than a full conversion study.
