Were Kirov-class battlecruisers still being built in 2022?

No; the programme had shifted to operating or refitting survivors while older and unfinished hulls were scrapped or cancelled.

A viewer asks whether Kirov-class ships were still being built. The answer is no and gives the livestream's 2022 status picture instead. Admiral Nakhimov was undergoing refit, Peter the Great remained with the Northern Fleet, an unfinished unit had long been cancelled, and older hulls were entering or awaiting scrapping. This historical snapshot cleanly separates new construction from the modernization of surviving ships.
