Carrier and amphibious ships usually provide the large command facilities around which allied task groups are assembled. Standing NATO maritime patrols and surface action groups can themselves be led by an escort. In this interpretation, those groups also provide additional escorts for carrier formations in the Atlantic or Mediterranean. Cost-cutting is suggested as the reason carrier groups have too few escorts permanently attached, creating a need to assemble reinforcements.
