Kara-class firepower and the medium-tier mismatch

Kara's large missiles and radars conveyed power during port visits, but the ships were costly for the routine role the Soviet medium tier needed to fill.

Notes

Missiles, guns, helicopters, and large radar arrays crowded the Kara class, giving it the appearance of a modern warship without requiring observers to understand each system. That display mattered during foreign port visits because visible armament and size conveyed capability and status. Smaller electronics could offer technical advantages, yet a huge radar still matched the public image of powerful equipment. Within the three-tier model, Kara and the larger destroyers sat too high for medium-tier work while Krivak sat too low. Soviet geography made wartime survival doubtful, yet the navy remained unwilling to design ships as disposable. The result was a persuasive peacetime presence ship with a difficult cost justification for routine work.
