Scheer controlled the submarines, scouting forces, and High Seas Fleet in an operation designed to reproduce the isolation attempted around Dogger Bank. Unknown to him, a British battlecruiser squadron had gone north for training and the Fifth Battle Squadron temporarily reinforced Beatty. Four fast Queen Elizabeth-class battleships made the intended target far more powerful than the battlecruiser force Scheer's plan anticipated. The substitution turned a hoped-for repetition of Dogger Bank into a much more dangerous encounter for the First Scouting Group.
