Carrier ships and aircraft had to develop together

The Joint Technical Committee on Aviation Arrangements shows why carrier hulls, lifts, hangars, flight decks, and aircraft requirements had to evolve as one system.

Notes

The Joint Technical Committee on Aviation Arrangements, appointed in 1918 and reconstituted in 1921, coordinated the novel fittings developed for carriers through service experience. Its history supplies the institutional lesson behind the design discussion. A carrier and its aircraft had to be developed together because lifts, hangars, flight decks, and other shipboard arrangements determined which aircraft could operate. Generous dimensions gave a navy more freedom as naval aircraft changed. Carrier development was therefore a coordinated engineering problem involving both the ship and its air group.
