Jellicoe’s dismissal exposed the limits of convoy resources

The controversy over a threatened Norwegian convoy showed how political demands could exceed the escorts available after Britain adopted convoying.

Notes

One explanation for Jellicoe's removal as First Sea Lord concerns intelligence that warned of a German attack on a Norwegian convoy, which the Admiralty did not reinforce. By October 1917, however, the convoy system was already consuming the escort vessels that Jellicoe had available. The problem was therefore not simply whether he believed the warning, but what force could be detached without weakening other protected routes and fleet duties. This episode turns his dismissal into a case study in the difference between possessing reliable intelligence and having the resources to act on it.
