Why engineering talent is a force multiplier

Japan possessed excellent engineers, but a smaller pool of program leaders meant fewer major technologies could be developed simultaneously than in the United States.

Notes

Engineering quality differs from the number of programs a country can run at once. One leading engineer can usually direct only one major project, so five exceptional leaders cannot match the parallel output of twenty. Japan could equal other nations on selected designs while still falling behind across the whole portfolio. The United States gained strategic advantage from the depth of engineers and scientists available to lead simultaneous programs. Industrial capacity includes management and technical leadership as well as factories and raw materials.
