The proposed deployment assigns ten Kaba-class destroyers, Japan's newest and fastest available group, to the battlecruisers. The older Kamikaze class offers a homogeneous pool of 32 ships, from which at least ten could join the Grand Fleet and another ten the Channel force. Ibuki-class armored cruisers are likely additions to the Grand Fleet, while the Tsukuba class is less certain because its quoted maximum speed is 20.5 knots. The Grand Fleet does not always make 21 knots, but those cruisers might still be transferred to Channel duties when speed becomes limiting. Suitable Japanese light cruisers are unavailable for this commitment, leaving destroyers and armored cruisers to fill out the force.

Destroyers and armored cruisers complete the Japanese fleet package
Kaba- and Kamikaze-class destroyers would provide escorts, while Ibuki- and Tsukuba-class armored cruisers offer support subject to fleet speed requirements.
